In Memory of Frances Mossman

We just learned that one of our members, past chairman of the board of ACR Hawaii Chapter, and a great friend, Frances Mossman, passed away in July. Frances made significant contributions to our country and dispute resolution community as you can see in the obituary that appeared in Honolulu Star Advertiser and her biography shared by ACR, which is attached below.

Despite her numerous achievements, she was always down to earth and passionate about solving various community issues, including homelessness in recent years, as shared in her brief profile that was posted on ACR Hawaii member page.

We hope to be able to continue building on the legacy she left in the dispute resolution community to help solve community issues.

 

Frances I. Mossman, JD, AICP – Sustainable Systems Dynamics

Areas of Practice: I have experience mediating a wide variety of types of disputes. Particularly concentrate on land planning, development, international, military, and public policy issues.
Personal: I served in the USAF and retired as a Brig. General. I was appointed by the Veterans Administration to the Homeless Veterans Task Force for Hawai’i and to Chair the Housing Committee. I enjoy travel and have visited all 50 US States, Canada and many countries in Europe, South America, Asia and the Pacific Islands.

Frances I. Mossman, Esq., AICP, is President of the Hawaii International Dispute Resolution Group LLC.  Ms. Mossman is a Planning and Policy Consultant, who has over forty-five years of combined experience in national security and defense, international relations and domestic programs at the federal, state, regional and local levels of government.  She specializes in urban development, infrastructure, land use planning, legislation and policies and procedures.
 
She is a Mediator and Facilitator, with experience in a wide range of issues and types of disputes.  She is a panel member of the State Judiciary’s Hawaii Appellate Conference Program and mediates cases on appeal.  She is an Arbitrator for the Regulated Industries Complaints Office (RICO), Department of Commerce and Consumer Affairs, State of Hawaii.
 
Ms. Mossman has a Juris Doctor degree from The George Washington University National Law Center, a B.A. from the University of Hawaii at Manoa and has done graduate work at the University of California, Berkeley in political science, history, international relations and economics.  She is a Certified Planner as designated by the American Institute of Certified Planners (AICP), of which she is a member.  She enjoys visiting foreign countries.
 
From 1986 to 1998, Ms. Mossman worked for the City and County of Honolulu in land use, zoning, transportation, long-range planning and as Senior Legislative Analyst for the Honolulu City Council.  Her last City position was as Chief Planner and Executive Assistant to the Director of the Planning Department.  Prior to that, she served as Senior Planner in the Environmental Management Agency, General Planning Division and as Chief of Zoning and Special Projects for the County of Orange in California.  In 1978, Governor Jerry Brown appointed her as a Commissioner on the first California Transportation Commission.
 
Ms. Mossman worked for the RAND Corporation for many years as Associate Economist, Systems Analyst and Editor in the Santa Monica, California and Washington, D.C. offices.  She worked for Planning Research Corporation (PRC) as an Associate/Intelligence Analyst in Washington, D.C. and for the Public Policy Research Organization (PPRO) at the University of California, Irvine.  After a military career in air traffic control and flight facilities, intelligence, plans and policy, programs and resources and assignments on the Air Staff in Washington, D.C., she retired from the United States Air Force as a Brigadier General.    
 
Ms. Mossman is a Member of the Board of Directors of the Association for Conflict Resolution (ACR) and is Chair of its Legislative & Public Policy Committee.  She is Chair of ACR’s Commercial Section and is a Member of the Board of Directors for the Hawaii Chapter of ACR (past President).  She is a member of the American Bar Association (ABA) and participates in the International (China Committee) and Dispute Resolution (Mediation Committee) Sections.  She is a member of the American Planning Association (APA), the American Society for Public Administration (ASPA) and the World Future Society (National Coordinator for Hawaii).
